Strategic Goals of the Ministry

 

GOAL 1:

Empower youth’s women and retirees through training on specific skills that will provide them sustainable means of livelihood.                        

STRATEGIES            

  1. Identify viable products and services suitable for youths, woman and retiree’s empowerment training.
  2. Partner with Ebonyi state government for funding sourcing for grants/credit facilities.
  3. Engage well experienced and time tested agencies/organizations like NARICT to carry out the training.
  4. Advertise and invite potential beneficiaries from all the local Government Area of Ebonyi State.
  5. Decentralize the training to all the three senatorial zones of the state for nearness and equal opportunity to the people.
  6. Provide entrepreneurship facilities after training to the beneficiaries to enable them take-off on the small scale business.
  7. Assemble a skilled workforce that will translate the 2015-2019 action palm into innovation, increase productivity that will impact positively on the individuals and state economy and Nigeria in general.

 OBJECTIVES;

  1. Provide conducive environment with security of life and property.
  2. Enhance capacity building by organizing training programme for artisans, Youths, women and civil services retirees who may wish to take up the opportunity.
  1. Creating job opportunities for our teaming youths and women by way of technology transfer.
  2. Eradicating poverty and social vices such as crime, cultism, armed robbery, drugs addiction, assassinations, health and family related problems.
  3. Income generation for both individuals and Government
  4. Reduction in importation hereby ensuring foreign exchange savings.
  5. Jumpstarting the much awaited industrial revolution in Nigeria
  6. Reduction in urban migration.

 

GOAL 2:

Establish and manage skills Acquisition centers in All the Local Government Area of Ebonyi State.

STRATEGIES

  1. Develop entrepreneurship skills acquisition roadmap to identifying emerging technologies/trades that would have economic impact in the realization of the transformation agenda of the government.
  2. Procure and develop an expansive parcel of land erect buildings and other infrastructural equipments and machineries, sink boreholes and overhead tanks for continuous flow of portable water.
  3. Provide perimeter fencing and electricity supply
  4. Identify and hire experienced and business minded producer/manufacturers as trainers in various areas entrepreneurship trade disciplines for the purpose of establishing in the centers to carry out their businesses/services and the training the trainees.
  5. The conditions for the stay of the trainers shall be developed by the Action Plan implementation Committee.
  6. Generate revenues for the state government.

OBJECTIVES

  1. Provide a long-term enabling environment for individuals to develop their capabilities and enjoy a building career
  2. Have generational programmes that will continuously empower the citizens of Ebonyi state and put food on the tables of many families.
  3. Give opportunities to those who were not opportune to formal education and the retirees who may want to venture into productive and sustainable activities for subsistence.
  4. Have a positive impact on job creation, poverty alleviation, import substitution ND FOREIGN CONSERVATION.

 

GOAL 3:

Create investment opportunities for job opportunities, Wealth Creation Generation in state.

STRATEGIES:

  1. Identify and develop investment areas that the state will have competitive and comparative advantages to impact positively on our people.
  2. Invite and collaborate with expert organizations to establish such programmes on agro-and solid mineral-based
  3. Work with all stake holders in the design and implementation of the programmes (Agricultural and Industrial)
  4. Strengthening existing partnership and establishing new ones with other ministries and organizations that have complementary skills technologies and interests.
  5. Encourage public private partnership approach to enhance opportunities and efficiency.
  6. Establish long-term relationship with industries and other agencies, both local and foreign, through memorandum of understanding (MoU), and contract agreements.

OBJECTIVES:

  1. Increase productivity that will lead to economic end and social benefits which will impact positively on the state economy arid Nigerian economy in general.
  2. Provide a solution to the unemployment challenges of the teaming youths and other citizens of the state.
  3. Engage our youths into cash crop production and modern methods of farming for economic empowerment.
  4. For the existing to have a multiplying effect by attracting investment into sub-companies such as machine shops for spare parts manufacturing, welding and fabrication, thereby creating more jobs and more skills acquisition in these areas.
  5. Provide food security and sustainability.
  6. Provide infrastructural, industrial and agricultural development in the state.
  7. Encourage cooperative societies and other commodity associations to work together as a cluster with aim of generating income for themselves.

 

GOAL 4:

Develop agricultural programmes for job and wealth creation through farming and processing.

STRATEGIES:

  1. Identify agricultural crops which can be grown easily and cheaply in our local soil and whose down-stream products have high commercial values and can compete in international market.
  2. Encourage farmers not only in food crops but also in cash crops by introducing to them non-edible and providing them with the farm inputs and seed money in form of loans, grants or credit facilities.
  3. Organize sensitization seminars for farmers, cooperative societies and commodity association on the method of farming, harvesting storage and processing of these crops.
  4. Arrange markets for the crops through a buy-back method by the state and arrange for export or local industries to purchase.
  5. Process the crops from farmers into industrial feedstock, while the by-products are converted into animal feeds or fertilizer as a renewable energy source.
  6. Work with all the stake holders in the industry in the design and implementation of the programme.
  7. Encourage public private partnership to enhance opportunities.
  8. Establish long-term relationship with international and agricultural organizations, agencies and MDAs through memorandum of understanding (MoU) and contract agreements.

OBJECTIVES:

PROJECTS:

The projects listed here are for both short-term and long term programmes to cover the 2015 – 2019 strategic action plan.

PROJECT 1:

Training of 1500 youths and retirees, including women, on the production of de-ionized liquid detergent for domestic, industrial, health and educational uses based on 500 trainees from each of the three senatorial zones.

  1. Empower 1500 youth including women and retirees from civil service through training into a sustainable means of livelihood.
  2. The training to take place in the three senatorial zones of the state each zone taking 500 participants and spanning four to six weeks.

STRATEGIES:

  1. Engage the services of the organization(s) that has developed the technology and capacity for training e.g: National Research Institute Chemical Technology (NARICT) Aba.
  2. Invite participants potential beneficiaries from all local Government Areas.
  3. Decentralize training to the 3 senatorial zones with 500 participants from each zone and at different dates, taking four to six weeks.
  4. Develop training programmes from the opening to the graduating/closing ceremony.
  5. Mobilize through radio and television adverts and town crying within catchment areas.
  6. Source training materials and equipment and prepare certificates
  7. Procure post graduation materials and equipment to enable setup the business for the beneficiaries
  8. Commission of the set-ups

PROJECT 2

Training of 900 youths, including women and retirees in football manufacturing technology for economic empowerment and sustainability.

OBJECTIVES OF THE ACTIVITY:

  1. Engage the youths and retirees in economic empowerment and sustainable means of livelihood

  4. Reserve foreign exchange
  5. Create wealth and attract investors
  6. Develop the state.

CHALLENGES:

OUTPUT(WITH MILESTONES):

  1. Procure training materials and train 300 youths including women and retirees in each of the 3 senatorial zones 2nd week Feb-June, 2016
  2. Procure and install production equipments to set up the beneficiaries-June – July 2016
  3. Monitoring and evaluation – periodically with feedback on quarterly basis for two years from date of installation.

PROJECT 3

Building and equipping skills acquisition centers in all the Local Government Areas of Ebonyi State.

PRESENT STATUS:

Some LGAs have miniaturized, ill equipped skills acquisition and adult education centers which have gone moribund.

GOALS OF THE ACTIVITY

  1. Establish and equip skills acquisition centers that will occupy at least 5 plot of land (30 x 75)m with perimeter fence in all the LGAs.
  2. Centers to each modern and traditional trades through PPP arrangements, such trades to include amongst others, iron, aluminum and wood work, masonry, fashion design, events management and decorations, computer operations, bead making, upholstery, etc

STRATEGIES:

  1. Develop modalities of operations
  2. Locate suitable land and build centers based on approved design plans
  3. Provide necessary infrastructures-durable access roads, electric power, water, security, etc.
  4. Advertise programmes and invite participants – trainers and trainees.
  5. Commission the centers.

PROJECTS 4

 ESTABLISHMENT OF INTERGRATED CASTOR SEED PLANTATION PROGRAMME (GROWING AND PROCESSING)

 GOALS:

  1. To produced high commercial potential cash crop that could     generate foreign exchange for the state through exportation of the produce
  2. Through Castor Oil and its derivatives with over 205 ijses in industries such as pharmaceutical, cosmetics, paints, foam. Aviation, health Lubrication, embalmment, etc. create millions of jobs wealth to the general populace of the state.

STRATEGIES:

  1. Liaise with ministry of Agriculture to carryout to carryout sensitization campaign on the importance, uses and farming of castors seeds
  2. Source the seed and distribute to farmers for pilot farming
  3. Provide demonstration farms for them to see
  4. Provide free farm inputs for the farmers and encourage them through trainings, seminars and others.
  5. Establish processing plants (shelling/Extraction)
  6. Provide market by buying back the crops after harvesting
  7. Shell the seeds and extract castor oil from the seed
  8. Shell the oil to industries like pharmaceuticals, paints, cosmetics, aviation, lubrication, hospital, etc.
  9. Convert the by – products to organo-mineral fertilizer

Establishment of castor/neem based organo-mineral fertilizer plant

PRESENT STATUS:

GOALS:

  1. Establish organic based fertilizer production plant that use castor oil bye products as organic base material combined with other organic materials like limestone, rock sulphate, animal dung with addition of urea and moriate of potash to boost.
  2. Boost agricultural production in the state while maintaining/improving the natural fertility of the soil.
  3. Avoid depletion of the soil by using chemical fertilizers and to maintain eco-friendly environment

STRATEGIES

  2. Liaise with organization and agencies who have the technology to prepare the building and storage facilities

Establish oil palm plantation programmes that will create employment directly and indirectly in the areas of growing, harvesting and processing up to downstream products.

STRATEGIES

  1. Life with relevant ministries, agencies and other stake holders, local or foreign to develop the programme
  2. Sensitive farmers and organize seminars on the programme
  3. Acquire parcels of land for demonstration farm
  4. Procure oil palm seedlings and other imputes for farmers and demo farm
  5. Organize the farmers by assisting them to access loans from banks and other financial institution, home and abroad, for production and equipments.
